II.1.5) Short description of the contract or purchase(s)

National Savings and Investments (NS&I) is an Executive Agency of the Chancellor of the Exchequer. Its prime role is to cost effective funding to the Government, acting as an agent to the Treasury (Debt and Reserves Management). NS&I has a customer base of around 26 million and a significant share of the market for non-risk personal savings. Liabilities to customers totalling around 100 billion GBP. It is responsible to Treasury Ministers for promoting, managing and accounting for this business. National Savings and Investments (NS&I) would like to appoint a research agency to undertake ad hoc qualitative market research on their behalf. This research will be on a call off basis with no specific level of work guaranteed. The service provider will need to be able to conduct qualitative market research to support NS&I in:product development; understanding of consumer’s attitudes and financial behaviours; segment understanding; communications testing and development; advertising development; marketing activity development and; brand development. Interested agencies should have a background in conducting financially related qualitative research, specifically in the area of savings. The agencies and/or key staff who would work on the NS&I Account should be members of the Market Research Society (MRS).
