DECC is procuring a supplier or suppliers to assist in meeting the objective of managing the green deal advisor, installer and provider registration schemes on behalf of the DECC Secretary of State and the Energy Advisor framework on behalf of the DCLG Secretary of State. However, we fully accept that this is a new market with associated risks and additional set-up costs will be incurred. The Government therefore expects to make some contract payments to the supplier during 2012/13 and 2013/14 as the supplier develops its systems and Green Deal participation and activity increases, to help off-set these costs and risks. Thereafter we expect the supplier will be able to make the contract self-funding through fees paid by Green Deal participants.

This is a voluntary contract notice. In submitting an expression of interest candidates should be aware that the Department is currently tendering for a energy saving advice service and will offer a number of other related contracts in the coming months. In submitting an expression of interest candidates should be aware that the Department will offer a number of related contracts in the coming months. There will also be opportunities for tenderers to play a role in the wider delivery of Green Deal and other DECC policies, such as providing Green Deal finance or delivering the Energy Company Obligation. Whilst continuously seeking to secure a wide range of competition the Department will, when awarding this and the other supporting contracts, wish to ensure no conflicts of interest occur as a result of a candidate or tenderer either securing multiple contracts or securing a contract alongside other roles in Green Deal, ECO or other DECC programmes. The Department may require candidates and tenderers to offer evidence that conflicts of interest are not present in related offers and/or that the candidate or tenderer is capable of identifying and putting in place satisfactory safeguards to deal with any potential conflict. This will include conflicts of interest in relation to potential bidders also considering or acting as Green Deal participants (assessors, installers or providers). The Department reserves the right to not award a contract should the evidence offered not be satisfactory in its view. Precise information on deadline(s) for lodging appeals: The Authority will as soon as possible after the decision has been made inform tenderers and candidates of its decision to award the contract and provide the information required by regulation 32 of the Public Contracts Regulations 2006. It will observe the standstill period required by Regulation 32A of those Regulations. The Regulations provide that where a duty owed to economic operators is not observed by the Contracting Authority the breach is actionable in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months).
